नेपाली कांग्रेसका सभापति सुशील कोइराला प्रधानमन्त्रीमा निर्वाचित भएका छन | व्यवस्थापिका संसदमा हाल कायम रहेको ५७१ सभासद मध्ये ४०५ मत प्राप्त गरेर कांग्रेस सभापति सुशील कोइराला प्रधानमन्त्रीमा निर्वाचित भएका हुन् ।पिता बोधप्रसाद र माता कुमुदनी कोईरलाका ९ जना सन्तानमध्येका साईला छोरा हुन् शुसील कोईरला । जन्मकुण्डली हराएकोले उनको वास्तविक जन्ममिति कहिले हो त्यसको जानकारी कसैलाई छैन,तर विद्यालयमा भर्ना हुनेबेला उनको अन्दाजमा जन्ममिती वि।सं १९९४ माघ २१ गते बिहीबार राखिएको थियो । विराटनगरमा जन्मिएका कोईरालाको बाल्यकालको केही समय त्यही बित्यो ।त्यसपश्चात कञ्चनपूर हुदै नेपालगञ्ज पुगेर उनले प्रारम्भिक शिक्षा पूरा गरे । उनले हाईस्कुल पढ्न थाल्दा देशमा राणाविरोधी क्रान्ति अन्तिम चरणमा पुगिरहेको थियो । सानैदेखि विपी कोईरालाको परिवारसंग निकटता भएकोलेपनि उनमा विपीको ठूलो प्रभाव परेको थियो । त्यसैले सानैदेखि उनी राणविरोधी आनदोलनका पर्चा पम्प्लेटहरु बाड्दै हिड्थे ।
२००७ सालको क्रान्तिपछि अध्ययनका लागि उनी बनारस पुगे । उनले बि।ए। पास गर्ने तयारी गर्दैगर्दा नेपालमा राजा महेन्द्रले कु गरेर प्रजातन्त्रको चीरहरण गरे । नेपालमा विपी कोईराला लगायतका नेताहरु पक्राउ परेपछि शुसीलले भारतमा नै पञ्चायतविरोधी क्रियाकलापहरु सञ्चालन गरिरहे । पञ्चायतकालमा विमान अपरण गरेको आरोपमा उनले लामो समय भारतमा जेलसजाय भोगेका थिए । २०३६ सालको जनमतसंग्रह हुनुभन्दा १५ दिनअघि मात्रै उनी स्व।गिरिजाप्रसाद कोइएरालासंग नेपाल फर्किएका थिए ।२०४२ सालको सत्याग्रहमा पनि पटकपटक जेलनेल भोगेका शुसील कोईराला त्यसअघि नै २०३५ सालमा नेपाली काँग्रेसको केन्द्रिय सदस्य भईसकेका थिए । विपी कोईरालको निधनपश्चात पार्टीको कामका सिलसिलामा विदेश भ्रमण जानुपर्दा उनले आफ्नो जग्गासमेत बेचेर खर्चको जोहो गरेका थिए ।२०४८ सालको आम निवार्चनमा बाके क्षेत्र नम्बर २ बाट निर्वाचित भएपनि उनी कहिल्यैमन्त्री भएनन् । परराष्ट्रमन्त्री बन्नका लागि पार्टीका शीर्ष नेताहरु गणेशमानसिंह,कृष्णप्रसाद भट्टराई र गिरिजाप्रसाद कोईरालाको आग्रहलाई उनले अस्वीकार गर्दै पार्टीको कामका लागि आजीवन क्रियाशील हुने प्रण गरेका थिए । २०५१ को झापा महाधिवेशनपश्चात काँग्रेसको विदेश विभाग प्रमुख भए । त्यसपश्चात २ पटक महामन्त्री बनेका कोईराला उपसभापति, कार्यबाहक सभापति हुदै हाल काँग्रेसको निर्वापचित सभापति समेत बनेका छन् ।नेपाली काँग्रेसभित्र निष्ठाको राजनिती गर्ने र त्यागी नेताका रुपमा उनले आफूलाई सधै प्रस्तुत गर्दै आईरहेका छन् । हालसम्म कुनैपनि लाभको पदधारण नगरेका कोईराला सभापतिमा बिजयी हुनको लागि पनि उनको निष्ठावान् र त्यागी छविले नै सहयोग गरेका उनलाई बुझ्नेहरुको भनाई छ । शुसील कोईरालाले संगठनभित्र धेरै विवादहरुको सामनासमेत गरेका छन् । कोठे राजनिती गर्ने,गुटमा विश्वास गर्ने र भातृसंगठनहरुमाथि अनावश्यक हस्तक्षेप गर्नेगरेको आरोप उनलाई पार्टीभित्रबाटै लागिरहेको छ ।१२ औं महाधिवेशनबाट पार्टी सभापतिमा निर्वाचित भएका सुशील कोइराला २०७० सालको संविधानसभा निर्वाचनमा बाँके र चितवनबाट निर्वाचित भएका हुन् । प्रधानमन्त्री उम्मेदवारका लागि एकल मनोनयन परेपछि उनले सवै दललाई मिलाएर सरकार गठन गर्ने बताएका थिए । पत्रकारहरुसँग कुरा गर्दै उनले एमाले, एमाओवादी सहित साना दललाई समेत सहभागि गराएर सरकार गठन गर्ने स्पष्ट पारेका थिए ।

Three weeks after breaking away from UCPN (Maoist), CPN-Maoist Chairman
Mohan Baidya met with Pushpa Kamal Dahal, at the latter’s residence on

In their bid to formalise a three-tier bilateral security mechanism,
home secretaries of Nepal and China are meeting in Beijing from July 21.
According to the Nepali Home Ministry, during the six-day talks,
security cooperation and its effective arrangement on the Nepal-China
border, among other crucial issues, will be discussed.
The first meeting in this series was held in Kathmandu in 2010. This
time around, Home Secretary Sushil Jung Rana will be leading an
eight-member delegation comprised of the chiefs of the Nepal Police, the
Armed Police Force and the National Investigation Department, and
officials from the Foreign Ministry. One of the vice-ministers of the
Public Security Ministry will lead the Chinese team.
Home secretaries of the two countries are meeting after two years to discuss bilateral security concerns, said Home Ministry Spokesman Shanker Koirala. Nepal and China are effortful to meet regularly at various levels but they have yet to formalise the proposed three-tier mechanism.
The Cabinet has endorsed the agenda but failed to decide on signing a bilateral memorandum of understanding to formalise the mechanism. The reason behind the Cabinet hesitation is unknown.
The MoU is about formalising the proposed three-tier mechanism between Nepal and China--at the secretary, joint-secretary and the Chief District Officer levels under the Home Ministry.
Secretaries would meet every two years in alternative Capitals, joint-secretaries would sit for talks every year in Lasha, Kathmandu or Beijing and CDOs of the bordering districts would sit together as required, sources said.
Nepal and China have started taking security and border-related issues from the Home Secretary to the district levels, gradually formalising bilateral mechanisms to check cross-border crimes and share information.

After 11 long years, the Electricity Tariff Fixation Commission (ETFC)
has finally hiked electricity tariff by 20 percent on an average. The
new tariff will be effective from the new fiscal year (July 16).
“A meeting of the commission on Thursday took a decision to this effect,” Ganesh Prasad Subba, the chairman of the ETFC, an autonomous body, said.
However, there will be no hike for those consuming up to 20 units of electricity a month. The current power tariff is Rs 7 per unit.The Nepal Electricity Authority (NEA) has been lobbying for the hike so as to stabilise its financial condition by equalising the loss and profits. The state-power utility had demanded a hike of 30 percent.
According to the NEA, the hike will also enable it to purchase power from independent power producers at a competitive rate, thereby attracting more investment.

The government has yet to figure out a way to clear legal hurdles to
hold fresh Constituent Assembly (CA) elections, even a week after the
Election Commission (EC) asked it to amend electoral laws, including the
Interim Constitution.
The EC had stated on June 20 that it would not be able to hold CA elections on November 22 as scheduled by the government if legal hurdles weren't cleared.
"Amending the constitution and other electoral laws is purely a matter of political consensus. Nothing has been done from the government's side regarding the amendment of conflicting electoral laws," said officials at the Prime Minister's Office.Prime Minister Baburam Bhattarai's advisors said talks were under way on amending the Interim Constitution and other electoral laws but have not borne fruit as of yet.
"The PM is holding discussions with different stakeholders, including the Election Commissioner, to figure out ways to clear legal obstacles within the stipulated deadline," said Devendra Poudel, Bhattarai's political advisor.
Poudel said the PM has been simultaneously consulting with legal advisors and political parties.
However, the opposition parties said they would not participate in the elections unless a national consensus government was formed in place of the incumbent government.
With a month elapsed since the elections were announced, the EC is piling pressure on the government, saying that it would be difficult to hold any further elections if the November 22 deadline is missed.
"It is up to the government to ease legal obstacles. We can not begin the election process without amending laws," said EC Spokesperson Sharada Prasad Trital.
Acting Chief Election Commissioner Neel Kantha Uprety has been holding intense meetings with the PM and the President on this issue.
Uprety's term expires in November, while commissioners Ayodho Prasad Yadav and Dolakh Bahadur Gurung are retiring on January 11 of next year.

"The PM is holding discussions with different stakeholders, including the Election Commissioner, to figure out ways to clear legal obstacles within the stipulated deadline," said Devendra Poudel, Bhattarai's political advisor.
Poudel said the PM has been simultaneously consulting with legal advisors and political parties.
However, the opposition parties said they would not participate in the elections unless a national consensus government was formed in place of the incumbent government.
With a month elapsed since the elections were announced, the EC is piling pressure on the government, saying that it would be difficult to hold any further elections if the November 22 deadline is missed.
"It is up to the government to ease legal obstacles. We can not begin the election process without amending laws," said EC Spokesperson Sharada Prasad Trital.
Acting Chief Election Commissioner Neel Kantha Uprety has been holding intense meetings with the PM and the President on this issue.
Uprety's term expires in November, while commissioners Ayodho Prasad Yadav and Dolakh Bahadur Gurung are retiring on January 11 of next year.
India's new Army chief General Bikram Singh is visiting Nepal on the second week of July.
This will be the first foreign visit of Singh after his appointment as
the Indian Army chief last month. Singh will be in Nepal from July 10-13
and is scheduled to meet President Ram Baran Yadav and Prime Minister
Baburam Bhattarai, among others, according to Nepal Army Spokesperson
Ramindra Chhetri.

In what may seem like a political confrontation between the opposition
parties and the ruling UCPN (Maoist), youth leaders of the Nepali
Congress (NC) and the CPN-UML on Wednesday refused to meet Prime
Minister Baburam Bhattarai
"We have been forced to carry the burden of his wrong move to dissolve the Constituent Assembly (CA). The career of leaders of our generation is now at stake," said NC youth leader Gagan Thapa.
Bhattarai had scheduled a meeting with select youth leaders of other parties who had been supportive of him in the past. Some youth leaders from the opposition parties had good faith in the prime minister because of his commitment to peace and constitution and what his party calls 'progressiveness.' However, other political leaders claimed the PM only wanted to use the young leaders for his own political gains.
"He has not held discussions with those he should have been meeting. This meeting with youth leaders is just an eyewash," Thapa said.
UML youth leaders also said the meeting was meaningless, especially after his recent statement that he will not quit until a new government is formed.
"He [PM Bhattarai] himself is making provocative statements instead of clearing the way for consensus among parties. Why should we meet him?" said UML youth leader Yogesh Bhattarai.
Youth leaders have been molunting pressure on the PM to step down and make way for a national consensus government.
"The prime minister is inviting serious political confrontation instead of putting his signature on paper for the sake of consensus," said Yogesh Bhattarai.
After the youth leaders refused to meet the PM, other leaders were summoned to Baluwatar to discuss a way out of the current political crisis.

Speaking at a press conference in the Capital to make formal announcement about the new party, party Chairman Mohan Baidya said formation of a new party was essential to continue the aspirations of "people's war" that began in 1996.
The party has also decided to revive the parallel government, base areas and armies of Maoist party, which was automatically dissolved after the signing of the Comprehensive Peace Agreement in 2006. Baidya said that pro-federal forces will practice a parallel government at the grassroots level.
The three-day conclave of the hard-line faction of the Maoist party on Monday decided to form a new party accusing Pushpa Kamal Dahal and Baburam Bhattarai of being "neo-reformists" and "opportunists." Baidya believes while CPN-UML is reformist in that it has given up all communist ideals, Dahal and Bhattarai are neo-reformists as they went one step ahead in compromising with the core communist principles.
In the press conference, which was crowded by journalists, supporters and cadres, Baidya spent most of his time criticizing Dahal and Bhattarai. He even claimed that the two leaders worked at the behest of expansionist forces.
"Dahal and Bhattarai disarmed the combatants without bringing the new constitution and without carrying out integration in a dignified manner," Baidya said.
As the government has announced a date for next CA elections, Baidya said there is no meaning of the CA, as it cannot draft a constitution.
The faction has indicated that it will boycott the constitution-drafting process through the CA either from revival or fresh election.
Ruling out the possibility of party unity with the UCPN (Maoist) led by Dahal in the near future, Baidya said Dahal and Bhattarai could join the new party if they corrected their mistakes and transformed themselves.

Indian analysts who have been closely watching the communist movement
in Nepal have described the recent division in the UCPN Maoist as an
"unfortunate incident". They have cautioned the splinter faction, which
formed a new party on Monday under Mohan Baidya, that the path it has
taken does not have "any future".
"Though Baidya is ideologically honest, the path he has taken is not a pragmatic one," said senior Indian journalist and a Maoist sympathiser Anand Swarup Verma.
"Attempts of revolution without taking cognizance of the current regional and international dynamics will be suicidal," he added.
In view of Professor SD Muni, the estranged Baidya group is capable of creating difficulties for its mother party and the whole political process only in the short run.
"But in the long run, he [Baidya] will go into oblivion," Muni tweeted. "He may become another Mohan Bikram [Singh]."
Professor of International Relations at Jawaharlal Nehru University Kamal Mitra Chenoy observed the split as a serious matter, quickly adding, however, that there is no possibility for the Baidya group of re-embracing a war.
He told the Post that Indian Maoists, who are critical of Pushpa Kamal Dahal for taking the path of peace and constitution, would probably be elated because "the revolutionary line still exists in Nepal with Baidya forming a new party".

"The real issue is what kind of strategy political forces should adopt to bring transformation in Nepal. But Prachanda and Baburam moved on the path of compromise," Naulakha said.

Three Nepali nationals have been arrested with stolen diamond worth IC
Rs. 20 million from Durg district of Chhattisgarh state in India, Indian
media reported.
ASP of the district Prashant Thakur informed that the arrestee have been identified as Pashupati Nath, 30, Birendra Bahadur, 25, and Subash Khadka, 28. A 13.11 carat diamond and a platinum ring weighing 6.9 gram was confiscated from them, Indian media said quoting ASP Thakur. The ring is valued at IC Rs. 35,000.
It is understood that the trio had sneaked into the Indian district in search of a buyer after stealing the diamond. Based on a tip-off, they were nabbed at Radhika Nagar, Durg.
Police has been investigating the case.
