The Samyukta Loktantrik Madhesi Morcha (SLMM), an alliance of five
Madhes based parties that had been rooting for a constitution with
federalism that guarantees identity, continued to bargain hard for the
Constituent Assembly (CA) to deliver such a statute.
On Sunday, the final day of the CA tenure, the Morcha was engaged in intense negotiations with the UCPN (Maoist), the Nepali Congress, and the CPN-UML.
The Morcha has been demanding two states in the Madhes, while it wanted the country be federated on the basis of either a report of the majority members of the State Restructuring Commission (SRC) that had called for 10 states or the recommendation of the CA thematic committee on state restructuring that had recommended 14 states. Both the reports have suggested two states for the Madhes.
“We have been saying that state restructuring must be based on the report of the SRC or the CA committee. But the Nepali Congress and the UML don’t agree to it,” said Sadhbhawana Party Chairman Rajendra Mahato. He said the NC-floated 13-state model that had divided the Madhes into five provinces was not acceptable to them.
To press for their demands, the Morcha forged an alliance with other marginalised groups including the janajatis, Muslims and Dalits.
Analyst Dipendra Jha said that while Morcha will be a “part of the failure to deliver the statute on time,” it will “catch the popular sentiment by projecting the NC and the UML as those that opposed federalism despite the Morcha’s repeated attempts.”
Jha added that since the next elections will be fought along the lines of federalism, the Morcha is likely to gain more support.
It is interesting to note that the Morcha formed in November 2008—then termed the Samyukta Madhesi Morcha—at the initiation of Rajendra Mahato was an alliance that would challenge the “unequal relations with Kathmandu”.
“The Morcha was formed to counter the perceived unequal relations with Kathmandu,” says political analyst Chandrakishore.
“The Morcha will probably emerge strong in the next elections as it is currently in alliance with janajati, Muslim and Dalit groups,” he said, echoing Jha.

Six banda enforcers were injured when police intervened baton rallies at Ghantaghar and Maisthan in Birgunj. The injured are undergoing treatment at Narayani Sub Regional Hospital.
In Bhairahawa, BMF activists started a baton rally from Hanuman Temple, which converged into a corner meet at Buddha Chowk after winding through various places in the city. Addressing the meet, BMF leaders demanded timely constitution with federalism. Banda enforcers also took out a baton rally in Nawalparasi. Market-places in the district headquarters Parasi were shut while vehicular movement was obstructed. A banda enforced by the BMF in Kapilvastu for the past 18 days caused a shortage of daily essentials while businesses in Taulihawa, Krishnanagar, Chandrauta and Bahadurgunj remained closed. Main marketplaces were closed while transportation came to a halt in Bara as well.
Janakpur also saw no respite from a banda called by the BMF for the past 10 days, demanding a single state in the Madhes.

Kailali, which would generally be tense during a banda, remained relatively calm on Sunday. Marketplaces were partially opened while motorcycles plied on the streets.

Meanwhile, the Rana Tharu Joint Struggle Committee, which has been agitating since May 9 demanding a Rana Tharu Autonomous State in Kailali and Kanchanpur districts, called off its strike from Sunday following an eight-point agreement with the government.

The Nepali Congress, the CPN-UML and some fringe parties on Sunday
termed Prime Minister Baburam Bhattarai’s decision to hold fresh
elections as an “unconstitutional move”.
Top leaders of the parties have knocked the doors of President Ram Baran Yadav. They said the PM declared the date for fresh CA elections without political consensus instead of promulgating a constitution within the deadline. The parties said the PM made the announcement to keep his government going.
After informing the President of the PM’s midnight decision, the parties said they will challenge the decision on both the constitutional and political fronts.
Top leaders of the NC, the UML, Madhesi Janaadhikar Forum Nepal, Madhesi Janaadhikar Forum Loktantrik and the Rastriya Prajatantra Party jointly drew the attention of the President to the PM’s decision. They said the President must take immediate steps as the guardian of the constitution against the “illegal” move. “One who is not a member of the parliament cannot hold the post of the prime minister. He is unconstitutional and now there is no alternative to a national unity government,” said NC Parliamentary Party leader Ram Chandra Poudel.
UML Chairman Jhala Nath Khanal said the PM committed a “serious crime” by declaring elections without amendments to the electoral laws and without consensus among the political parties.
“The prime minister, the one who is not a member of the parliament declared the elections to drag the country towards constitutional void with a bad intention,” Khanal said, emerging from a meeting with the president.
A joint statement issued after the meeting said the “authoritarian” act of the PM led to the dissolution of the CA. They have demanded the PM resign immediately. According to the leaders involved in the meeting, the president assured them that he would look into the matter.
Pokharel quits govt
Deputy Prime Minister Ishwor Pokhrel, who is also the General Secretary of the UML, boycotted a Cabinet meeting at the PM’s residence at Baluwatar immediately after Bhattarai floated the fresh poll proposal. माओवादी सभासद नीरु दर्लामी यसको उदाहारण
हुन् । उनले दर्जन बढी पुरुष सभासदहरुसँग उनको ओछ्यान साझेदारी गर्नेसम्मको
हिमचिम रहेको कुरा माओवादी निकट व्यक्तिहरु नै बताउाँन् । ‘उनले त
महाभारतकालीन द्रौपदीलाई पनि माथ गरिन् ।’ स्रोत बताउाछ ।
दर्लामी त उदाहारण मात्रै हुन् । स्रोतका
अनुसार दर्लामीजस्ताहरु माओवादीमा दर्जन जति छन् । पुरुषहरुको संख्या त झनै
दुई दर्जन बढी छ । माओवादी नेतृत्वले जनयुद्धकालदेखि नै रोमान्सलाई छुट
दिएको र शान्ति प्रकृया सुरु भएदेखि नै सामुहिक बासलाई प्रोत्साहन गरेकाले
पनि उनीहरुमा बहुस्त्रीगामी वा बहुपुरुषगामी चरित्र झाँगिएको बताइन्छ ।
‘बिहे नगरी लिभिङ टु गेदरको रुपमा बस्नु र बेड पार्टनर फेरि रहनु उनीहरुका
लागि सामान्य कुरा भएको छ ।’ एकजना सभासद्ले भने, ‘पार्टीभित्र अन्तरविरोध

कांग्रेस र एमालेले निर्वाचन गर्ने निर्णय स्वीकार्य नभएको बताएका छन् ।
मन्त्रिपरिषद्को आइतबार बसेको बैठकले
मंसिर ७ गते संविधानसभाको निर्वाचन गर्ने निर्णय गरेको छ । अप्रिय हुँदा
हुँदै पनि एक मात्र विकल्प भएकाले निर्वाचनमा जाने निर्णय गर्नु परेको
अर्थमन्त्री वर्षमान पुन अनन्तले जानकारी दिनुभयो । मन्त्रिपरिषद्को बैठक
लगतै प्रधानमन्त्रीले राष्ट्रपति डा. रामवरण यादवलाई निर्णयबारे जानकारी
गराउनु भएको छ ।
प्रधानमन्त्री डा. बाबुराम भट्टराईले फेरि
निर्वाचन गर्ने प्रस्ताव गरेपछि एमालेसहितका दलका मन्त्रीहरुले बैठक
बहिस्कार गरेका थिए । एमाले, राप्रपा, परिवार दलका मन्त्रीहरुले फेरि
निर्वाचन गर्ने प्रस्तावमा असहमति जनाएका हुन् ।
डा. बाबुराम भट्टराईले कांग्रेस, एमालेसहितका दलहरुले संघीयतालाई स्वीकार गर्न नसक्दा संविधानसभा भंग भएको आरोप लगाउनु भएको छ ।
संविधानविनै संविधानसभाको कार्यकाल स्वत
समाप्त भएपछि मंसिर ७ गते अर्को चुनावको घोषणा गरेका प्रधानमन्त्री
भट्टराईले कांग्रेस एमालेल लगायतका पुराना दलहरु २०४७ सालको
संविधानभन्दामाथि उठ्न नचाहेकाले सहमति हुन नसकेको बताउनु भयो । ‘पूराना
राजनीतिक दलहरुले अन्त्यमा आएर संघीयता स्वीकार नगर्दा संविधान निर्माण
गर्न सकेनौं’ बालुवाटारमा आयोजित पत्रकार सम्मेलनमा उहाँले
भन्नुभयो-’विषयगत समिति र आयोगको प्रतिवेदनलाई आधार बनाएर प्रक्रियामा जाउँ
भन्दा पनि उनीहरुले मानेनन् ।’
प्रक्रियामा पनि नजाने र सहमति पनि नगर्ने
कांग्रेस र एमालेका कारण संविधानसभा भंग भएको भन्दै उहाँले लोकतन्त्र,
धर्मनिरपेक्षता लगायतको संस्थागत गर्न अब हुने चुनावमा संघीयता पक्षधर
परिर्वतनकारी शक्तिहरुलाई दुई तिहाई मत दिन आग्रह गर्नुभयो ।
प्रधानमन्त्री भट्टराईले कार्यकारी अधिकार
आफ्नो नेतृत्वको मन्त्रिपरिषद्मा रहने भन्दे राष्ट्रपतिलाई त्यसलाई
स्वीकार गर्ने विश्वास व्यक्त गर्नुभयो । ‘असफलतालाई सफलतामा परिर्वतन
गर्नु नै विकासको परिचानयक हो’ उहाँले भन्नुभयो-’लोकतन्त्रको मुल मर्म
भनेको जनताको अभिमत प्राप्त गर्नुहो । त्यसैले यस पटकको संविधानसभाबाट
संविधान बन्न नसके पनि हामीले मंसिर ७ गते फेरि चुनावमा जाने निर्णय गरेका
छनैं ।’
उहाँले अब हुने चुनावमा संघीयता पक्षधर परिर्वतनकारी शक्तिहरुलाई प्रष्ट मत नदिएसम्म जनताको संविधान बन्न नसक्ने बताउनु भयो ।
