Vehicles are off the road and shops are shuttered, while educational institutions and industries have remained shut. General public are being forced to bear the brunt.

Talks expected between the government and the agitating ethnic groups

The group has stated it will not stop the scheduled programme even while sitting in talks
with the prime minister. Nefin chairman Rajkumar Lekhi said a dialogue is likely on Monday afternoon. “If everything goes well and a positive call comes from the prime minister, the ethnic groups are likely to sit for talks by Monday midday,” said Lekhi.
“I would like to make it clear that we are not stopping the ongoing programme at any cost. We will be engaged both in talks and demonstrations.”
The Janajati leaders said they were deceived earlier owing to their liberal move. They said they would not be fooled this time, nor would backtrack.

राज्यको माग गर्दै गरिएको बन्दमा बिहानैदेखि यातायात, व्यापारिक
प्रतिष्ठान, शिक्षण संस्था, उद्योग कलकारखाना र बजार पूर्णरूपमा बन्द भएका
छन् । प्रदर्शनकारीले ठाउँ-ठाउँमा नारा जुलुस गरेका छन् ।
तराई क्षेत्रमा आदिवासी जनजाति संयुक्त संघर्ष समितिका साथै थारू संयुक्त संघर्ष समिति, बृहत् मधेसी मोर्चा र मुस्लिम संघर्ष गठबन्धन गरी चार थरीले बन्दको आह्वान गरेका छन् ।

A preliminary study links chemicals found in certain sunscreens to a
higher risk of endometriosis, but it’s too soon to say whether there’s
any reason for women to change their habits.
“This is way too early for prime time,” said Warren Foster, a professor in the department of obstetrics and gynecology at McMaster University, in Hamilton, Ontario, who studies how chemicals affect people.
In endometriosis, tissue that lines the uterus grows outside the womb, leading to pain and infertility in some cases. Foster said the causes of this common condition are fuzzy, and “nothing is proven as far as chemicals are concerned.”
Even if the chemicals do boost the risk of endometriosis, the findings don’t specify how many more women might get the disease. Dermatologists consider sunscreen crucial in the prevention of skin cancer.
Still, the study authors write that their findings should inspire more research into a possible link. Research is especially important because the chemicals in question are found in other products such as moisturizers and lotions, said study co-author Kurunthachalam Kannan, a research scientist with the New York State Department of Health.
“This is something everybody should be concerned about,” Kannan said. “We are going to do more studies and look at many of the cosmetics and personal-care products containing these compounds to see what level people are exposed to every day.”
The chemicals, known as benzophenone-type UV filters, protect the skin from the ultraviolet rays of the sun and also mimic the effects of the female hormone estrogen. Previous research has shown that benzophenone-3, or BP-3, is absorbed into the bloodstream faster than other sunscreen agents, the authors noted.
In the new study, researchers examined urine from 625 women from California and Utah. Those diagnosed with endometriosis were more likely to have the highest levels of the chemical filters in their urine.
The study doesn’t confirm that the chemicals have anything to do with endometriosis, and its design didn’t allow the researchers to determine how much exposure might boost a women’s overall risk of developing endometriosis.

A source says, "The film that has international action director Tony Ching ( Shaolin Soccer, House of Flying Daggers) on sets, is currently being shot in 2-D format only.''
The film that will release in Diwali 2013 is expected to have the best visual effects as far as Bollywood goes. An international team is already working on the visual imagery and the VFX work is expected to take at least six months. But it is primarily being aimed as a 2-D film with children as its core audience.
Our source adds, "There may be a decision to have a 3-D version closer to release depending on the market requirement then. However as of now, the Roshans have no plans to divide their audience by releasing two versions."

their match during the ongoing AFC U-14 Festival of Football at the
Dashrath Stadium in Kathmandu on Saturday.

In another match, Nepal 1 thrashed Sri Lanka 1, 5-at the Dasharath Stadium. Talk to him for an hour and you realize he’s used the line at least 10 times, or maybe 20, perhaps even without realizing. Talks expected between the government and the agitating ethnic groups
did not take place on Sunday due to the insistence of agitators to sit
only with the prime minister. The Nepal Federation of Indigenous
Nationalities (Nefin) has decided to give continuity to its announced
protest programme.
The group has stated it will not stop the scheduled programme even while sitting in talks with the prime minister. Nefin chairman Rajkumar Lekhi said a dialogue is likely on Monday afternoon. “If everything goes well and a positive call comes from the prime minister, the ethnic groups are likely to sit for talks by Monday midday,” said Lekhi.
“I would like to make it clear that we are not stopping the ongoing programme at any cost. We will be engaged both in talks and demonstrations.”
The Janajati leaders said they were deceived earlier owing to their liberal move. They said they would not be fooled this time, nor would backtrack.
Meanwhile, following the refusal of the agitating ethnic groups to talk to anyone except the prime minister and leaders of top parties, the prime minister's office is preparing for a dialogue. “The matter is being discussed but the date is yet to be fixed,” a PMO source said.
Despite the PMO's affirmative gesture to the group's call, the talks were not scheduled as of 10pm.

CPN-UML refused to sit for a dialogue saying it was futile if the Maoist
party continues double-dealing by speaking of consensus and at the same
time instigating different ethnic groups to take to the streets.
However, Maoist Chairman Pushpa Kamal Dahal while supporting the movement launched by different ethnic and Madhesi forces, insisted that a new constitution will the drafted within the remaining time-frame. "There has been a fresh negotiation among parties, we will produce a positive result," Dahal said.
The UML is miffed at Dahal's statement the other day that the agreement about federating country into 11 provinces is "no more relevent". An UML leader alleged the Maoist of trying to bargain for ethnic federalism by instigating different ethnic groups.
"To forge a consensus, the Maoist party should come up with a clear position and stop making provocative statements," said UML leader Pradeep Gyawali. A meeting of four parties has been scheduled for Monday to forge consensus on the state restructuring.
Unless the major parties resolve the contentious issues of new constitution within a day or two, it will be impossible to draft a new constitution within the next seven days in terms of technical aspects, say officials of the CA secretariat involved in preparation of a draft of the new constitution.
Speaker Subas Nembang on Sunday conveyed this message to top leaders of major parties. "I told top leaders that if they fail to resolve the key issues of a new constitution, it will be tough to prepare a draft by secretariat officials," Nembang told the Post.

The agreement includes from giving proportional representation to the Muslim community and form a Muslim commission, increase the compensation amount for those injured and killed, to bestow on the Muslims fundamental rights similar to the ones to Dalit in the upcoming constitution.
The talk panel of cabinet ministers also agreed to consider Muslim friendly names while determining the name of Terai-Madesh states. It also agreed to observe the birthday of Prophet Muhammad with a public holiday and support the Hajj and Madrasha.
The latest agreement is largely an improvised form of the six-point deal the two sides had reached on April, 2009, assuring a unique recognition for the Muslim community in the new constitution.

The journalists condemned the protestors during a program organised by Reporters Club in the Capital after Sherpa warned that serious action would be taken if the journalists tried to retaliate. “We have heard that the Federation of Nepali Journalists is organising a protest rally against our strike. If it happens then we would not spare the journalists, who kept mum during the strike demanding for Integrated Far western state,” said Sherpa.
The journalists present in the program condemned Sherpa as soon as he made the statement. Following the verbal exchange, Sherpa and other NEFIN leaders left the hall with the security personnel.

'केही दिन त मन्त्रालय सार्नै लाग्छ, थप केही दिन विभाग र आयोजना प्रमुखहरूको काम मन्त्री र सचिवलाई बि्रफिङमै बित्छ, जसको सोझो असर विकास निर्माणमा पर्छ,' नयाँ गठन भएको सहरी विकास मन्त्रालयका एक अधिकारीले भने । कतिपय कार्यालय कुन मन्त्रालय मातहतमा परेका छन् भन्नेसमेत अन्योल छ । जस्तै यूएन पार्क विकास समिति कुनै मन्त्रालय मातहतमा पनि राखिएको छैन ।
सहरको खानेपानीसम्बन्धी काम सहरी विकास र ग्रामीण खानेपानी स्थानीय विकास मन्त्रालयमा लगेर गाभिएका कारणसमेत ग्रामीण क्षेत्रका ठूला खानेपानी आयोजना अघि बढाउन समस्या आउन सक्ने चिन्ता सम्बन्धित अधिकारीको छ । ती अधिकारीका अनुसार स्थानीय विकास मन्त्रालयमा खानेपानीसम्बन्धी दक्ष प्राविधिकि जनशक्ति नभएकाले ग्रामीण क्षेत्रमा सञ्चालित ठूला खानेपानी आयोजना अघि बढाउन गाह्रो पर्नेछ ।
कांग्रेसका चार सभासदले आफ्नो हस्ताक्षर दुरुपयोग भएको भन्दै आपत्ति
प्रकट गरेका छन् । सभासदहरू प्रमिला राई, हीरा गुरुङ, ललिता किङरिङ, लीला
सुब्बा राईले दलहरूबीच भएको ११ प्रदेशको सहमतिलाई उल्टाउन भन्दै शनिबार
विवाद समाधान उपसमितिका संयोजक एवं माओवादी अध्यक्ष पुष्पकमल दाहाललाई
बुझाएको हस्ताक्षरमा आफूहरूको आपत्ति रहेको बताएका हुन् ।
आफूहरूले पहिचानका आधारमा राज्य पुनर्संरचना हुनुपर्ने विषयमा पार्टी नेताहरूलाई ध्यानाकर्षण गराउन हस्ताक्षर गरिएको भन्दै पार्टीभित्रको केही जनजाति नेतृत्वले त्यसलाई दुरुपयोग गरी माओवादी अध्यक्ष दाहाललाई बुझाइएकोमा टेलिफोनबाट आपत्ति जनाए । 'जिप छिरिङ शेर्पा र इन्द्रबहादुर गुरुङले पार्टीका नेताहरूलाई ध्यानाकर्षण गराउनमात्रै हो भनेर हस्ताक्षर गराउनु भयो, त्यही होला भनेर गरेकी हुँ,' सभासद प्रमिला राईले भनिन्, 'हामीले जातीय राज्य खोजेको होइन । पहिचान खोजेको हो । त्यो पार्टीभित्र संघर्ष गछौर्ं, बाहिर बुझाएर हाम्रो दुरुपयोग गरियो ।'

प्रधानमन्त्री बाबुराम भट्टराईको नेतृत्वमा बनेको सहमतीय सरकारमा
आइतबारसम्म २३ मन्त्रीले शपथ ग्रहण गरी कार्यभार सम्हालेका छन् । तीमध्ये
एक मात्र महिला छिन् ।
पार्टीभित्रै ५० प्रतिशत महिला सहभागिताको सिद्धान्त बोकेको माओवादी र जनसंख्याको अनुपातमा समानुपातिक, समावेशी सहभागिता भन्दै आएको मधेसवादी दललेसमेत आधा आकाश ढाक्ने महिलालाई प्रतिनिधित्व गराउन सकेको छैन ।
कांग्रेसले पनि महिलालाई अघि बढाएको छैन भने एमालेबाट सभासद राधा ज्ञवालीले ऊर्जामन्त्री पाएकी छन् । पहिलो मन्त्रिमण्डल बिस्तारमा ११ मन्त्रीमध्ये एक महिलाले समेत नियुक्ति पाएका थिएनन् । दोस्रो चरणको बिस्तारमा राधा ज्ञवालीले नियुक्ति पाएकी हुन् । पटक-पटक मन्त्रिमण्डल बिस्तार गर्दै बुधबार तीन जनाले शपथ ग्रहण गरेका छन् । त्यसमा पनि महिला परेनन् ।
माओवादी, कांग्रेस, एमाले, मधेसी मोर्चा र पाँच साना दलका २३ मन्त्री नियुक्त हुँदासम्म महिलालाई सिफारिस नगरेको भन्दै महिला सभासदले गुनासो गरेका हुन् ।
माओवादी सभासद पम्फा भुसालले जनताको हितको सरकार नभएकाले महिलालाई उपेक्षा गरेको बताइन् । 'पुरुष मन्त्रीहरूको सिट तोकेको सरकार भएकाले महिलालाई नियुक्ति नगराएको हो,' उनले आक्रोशित हुँदै भनिन्, 'यो सरकारमा प्रधानमन्त्रीले मन्त्री बनाउनेसम्म हैसियत राख्दैनन् ।'
संविधानले राज्यका हरेक निकायमा समानुपातिक समावेशी सहभागिताको व्यवस्था गरे पनि सामन्ती र पितृसत्ता हाबी भएकाले महिलाले अवसर नपाएको उनले बताइन् । 'माओवादीले आफ्नो पार्टीको नीति ५० प्रतिशत महिला सहभागिता भन्दै आए पनि मन्त्रिमण्डल बिस्तारका क्रममा एक महिलालाई पनि सहभागी नगराएकामा आश्चार्य लागेको छ,' उनले भनिन् ।
