Central leaders of the Nepali Congress and the CPN-UML on Monday
presented an 11-point "note of suggestions" to their leadership for a
timely constitution.
The leaders also demanded that the latest five-point agreement among the parties be implemented with immediate effect.
A joint meeting of the leaders of the NC and the UML in Singha Durbar dwelt on the present political situation and suggested that contentious issues in the constitution writing process be settled in accordance with the five-point deal signed on May-5.
Any idea of extending the term of the Constituent Assembly would be "undemocratic" and, therefore, should be discarded, leaders who attended the meeting said.
The also demanded that the five-point pact be followed while dealing with issues of state restructuring and national unity government formation.
As the leaders said state restructuring is a very sensitive and complex issue, they recommended that wide consultations be held on this with civil society members, intellectuals and other experts. Multiple states must be carved out on the basis of common identity, said the leaders.
They further demanded that the proposed "unnaturally large" central and provincial legislatures be downsized and that the number be decided on the basis of geographical, demographic and economic viability.
Stressing on a uniform way of electing executive heads of the centre and the provinces, the meeting demanded that a certain quota be reserved in the direct election constituency for the oppressed and the dalits.
The meeting expressed serious concerns over Maoist Chairman Pushpa Kamal Dahal's recent statements that "instigated communal riots and jeopardised social harmony." Leaders demanded that the Maoist leadership publicly apologise for its "provocative" statements.
Twenty-five leaders--sixteen from the UML and nine from the NC--were present in the joint meeting.
Prakash Jwala, Khagraj Adhikari, Arun Nepal, Ghanashyam Bhusal, Bhanubhakta Joshi, Yogesh Bhattarai, Bhanubhakta Dhakal,Netra Prasad Panthi, Jagannath Khatiwada, among others, represented the UML, while NP Saud, Chandra Bhandari, Gagan Thapa, Dhanraj Gurung, Badri Pandey, Ajay Dwivedi, Jivan Pariyar, Surendraraj Pandey and Badri Pandey represented the NC in the meeting.
