Reversing the verdict of Special Court, the Supreme Court on Tuesday
convicted non-gazetted first class officer Keshav Raj Gautam of amassing
wealth disproportionate to his known source of income. The apex court
slapped on him one-year prison term and confiscation of property worth
Rs 6,686,236.
A division bench of Justice duo Kalyan Shrestha and Kamal Narayan Das stated that out of the total Rs 16,519,750 Gautam had earned, source could be established only for Rs 9,833,514, meaning that Rs 6,686,236 was earned illegally.
A Special Court full bench led by former Chairman Bhupa Dhoj Adhikari had given Gautam and his wife Keshava a clean chit six years ago deciding that their sources of income and property showed their total property was legal.
Dissatisfied with the verdict, the Commission for Investigation of Abuse of Authority moved the apex court seeking maximum penalty for Gautam. An investigation carried out by CIAA officer Dinesh Hari Adhikari claimed that Gautam had gold coins worth Rs 3,439,887 in bank lockers and Rs 8,045,678 worth of deposits apart from land and house in Bhaktapur.
